9:00 a.m.: Courthouse Maintenance Department report.
9:25 a.m.: Motion to approve 2024 County Alcohol Beverage License for Mirror Lake Golf Course. ACTION ITEM.
9:30 a.m. to 10:00 a.m.: Motion to sign Certificates of Residency. Motion to sign Commissioner meeting minutes. Cancel/extend various taxes. Motion regarding the Property Tax Exemption Application. Motion to sign New Private Road Name Request Forms. Discussion/motion regarding ARPA, ARPA projects and possible motion to adopt ARPA resolutions. Discussion/motion to declare old equipment in Safeway Building surplus and offer for sale at public auction. Adopt resolution regarding Safeway equipment. Discussion/motion to go out to bid for roofing for the old Safeway Building. Motion to sign the Findings and Decisions for Planning & Zoning File #24-0039 (Raven Ridge at Valley-High Subdivision) and File #24-0029 (Comprehensive Plan & Zoning Map amendment for Sater, LLC). Executive session pursuant to Idaho Code 74-206(1)f, to communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated. Review quotes for fencing at gravel pit in Moyie Springs. Discussion/possible motion to accept bid for the Moyie fence and motion to sign associated Independent Contractor Agreement and related documents. Discussion/motion regarding seeking bids or quotes for calcium chloride dust materials and sign Independent Contractor Agreement and any related documents. Discussion/possible motion to sign Idaho Transportation Dept. (ITD) Application for Miscellaneous Right-Of-Way Encroachment Regarding Sign Installation in ITD Right-of-Way. ACTION ITEM.
2:00 p.m.: Personnel Director Pam Barton – Discuss sick leave bank in relation to new employees and resolution update. Review Personnel Policy for possible updates. Executive session pursuant to Idaho Code 74-206(1)a, to consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need; and Idaho Code 74-206(1)b, to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public-school student. 11:00 a.m.: Commissioners’ public hearing at the County Annex to consider Road Standards Ordinance Variance Application #1-2024, for Terristy Rental Properties, LLC – Terry and Kristy Johnson for a variance to the road standards approach. ACTION ITEM.
1:30 p.m.: Commissioners’ public hearing at the County Annex to consider Planning and Zoning File #24-0056, Martin – Short plat to create eight (8) lots. ACTION ITEM.
1:45 p.m.: Commissioners’ public hearing at the County Annex to consider Planning and Zoning File #24-0047, Flood Damage Prevention Ordinance. ACTION ITEM.
3:00 p.m.: Tayla Snapp with TC Energy – Update on gas line replacement project in Moyie Springs.
3:30 p.m.: Discussion/motion to sign the Grant Amendment Letter for Airport Improvement Project (017) for the environmental assessment. Motion to sign the Federal Aviation Administration Grant Application for Phase III of the environmental assessment. Motion to sign Contract for Hazardous Fuels Treatment Wildfire Mitigation Activities with The Mountain View Company. ACTION ITEMS.
